My computer is having massive speed and FPS Drops in games and windows

I've had my computer for a while now, and it seems that all of a sudden the speed has dropped dramatically. When I was playing CSGO, I would usually sit at around 300-400 fps no worries, but now it struggles to reach 100 after 15 minutes of the computer being on and constantly drops down to single digits. From what I have researched, people have said that it could be a hard drive failure, but I have done an error check on my OS SSD. They also suggested that it could be viruses, but that is not possible considering that I have reformatted my computer with a couple different Operating systems 3 or 4 times, and had the same issue. So I'm lead to believe this is either a CPU or GPU issue? From looking at Hardware Monitor, the clocks on my CPU seem to be very inconsistent, and the temperatures seem quite high, but I am not familiar with what they should be like. Motherboard: ASRock Z87M Extreme4
GPU: NVIDIA GeForce GTX 960
RAM: 16GB
SSD: Crucial BX200 480GB

CPU is wayyy too hot. Please upgrade your CPU cooler.

My recommendation. The CM Hyper 212X Dual Fan uses the same heatsink as the Hyper 212 EVO but has upgraded fans. It will be much quieter than a 212 EVO.

I see that your motherboard has a 4-pin and a 3-pin CPU FAN header. Please purchase This splitter so that both fans can be hooked up to the 4-pin CPU FAN header.
