Solution
Does it flicker connected to the Displayport in the BIOS? If not, then it could be a driver issue.

If it is, it could be a couple things. It's not unheard of for a specific model of monitor to have problems with certain graphics cards. These issues are sometimes solved with either a monitor or graphics card firmware update. Seems a little weird to think of having to update a monitors firmware, but there are times when it's necessary. Don't discount a hardware issue. Just because a the cable plugs in and the connection doesn't feel loose or give any other indication that something is wrong, doesn't mean that it's not the problem.

I guess it could be a damaged port on the card. Unfortunately it only has one, so there is no possibility of trying it on another port. Do you have another computer to try the monitor with that also has a DisplayPort output? This way you eliminate the DisplayPort input on the monitor.

Just my luck I'm not joking around this is real problem. There's nothing wrong with my display port on r9 290. I plugged in port firmly secure so I don't understand. People are not helping me so no luck. I assume it could be a problem with my monitor or drivers not my graphics card!

I tried on different computer there was no problem but still doesn't make sense. Perhaps the problem is the way the ports are placed in my computer case they are upside down and there isn't much room to plug in I notice so that could be causing issue. But I I strongly feel it is driver issue or monitor issue.
