So, I currently have the Zalman CNPS8000B to cool my CPUand I have to say it's doing a good job keeping it at 62 degrees and bellow.
But hell, it's loud as hell, the manufacturer told me it would reach up to 32 decibels but when on load, it can be heard throughout the hallway.
If you have any low profile fans (must be shorter than 65 mm) that is efficient and quiet, that'd be great!

Solution
That Zalman heatsink should not be so loud. How is your case ventilation? If the heatsink only has hot air to cool the CPU with, it will run hot and loud.

The Noctua NH-L9x65 is the best 65mm cooler bar none, unless you move to an AiO watercooler, but it's tough for me to recommend a cooler worth as much or more than your CPU, when an Intel CPU of similar price would be faster and nearly silent with the stock cooler. That doesn't help you now, of course, as you'd need a new motherboard too, but it rankles.
