Tested two different graphic cards dont always create display

i bought a cheep nvidia 650ti card and would not always diplay output so thinking it was dodgy sold as not working so i bought a cheep nvidia gts 250 and i am having same problem.
Dont think it is the motherboard as came from another pc of mine can a monitor cause this issue please help thanks mark

Its a foxconn a74mx-s/a74mx-k motherboard 4gb ddr2 amd.
AMD Phenom X4 9650 500w psu Nvidia gts 250 running windows 10.
Its one ive built from spare parts from other builds ive done only going to sell when the problem is sorted temps are cpu 33 idel.
Graphic card temps 41 idel.
I have noticed when i do not get a display if i turn it off on the psu switch then turn on seems to boot with picture (the psu is the only thing that is new)
