Slow/No response from internet after replacing Motherboard

I've recently been upgrading hardware in my PC and after buying a new motherboard, I'm getting extremely slow response times on web browsers. My download speed is still okay, and when I do manage to get online, it will stream videos fine. The exact error I'm getting is 'ERR_CONNECTION_TIMED_OUT' with google chrome but other browsers also are not working.

The new Motherboard is a Gigabyte GA-H81M-DS2V Intel H81 (Socket 1150) Micro ATX. It is B-Stock Manufacturer Repaired but I'm assuming they test them pretty thoroughly so am thinking it's a problem on my end instead of with the Motherboard.

Here's what I've tried to fix it with so far:
- Reinstalling/Updating drivers (have only reinstalled the network adapter driver, all others are up to date but should I reinstall them? if so which ones?)
- Switching motherboards/hardware - old motherboard works fine.
- Reinstalling Windows 10 (originally thought it was an issue with Windows 10 1607 update but seems not as old motherboard still works and error persists after reinstall)
- Ping'd google.com and have normal results.

Thanks for the reply. Have downloaded CPUID Hardware Monitor but not exactly sure what I'm looking for! Nothing seems to stand out.

And have tried resetting modem multiple times!
