Dell PCI Board Breakout cable to PCIe USB3 card

Our DELL Server has 8 pin power connectors on the PCI riser boards to enable power supply to VGA cards etc. My question is can this 8 pin supply power a 5V USB 3 card or will the voltage be too high.

The voltages on the 8pin GPU's are all 12v and ground.
