Does CL Really Matter? Frequency vs Latency

tl;dr 1600 CL8 vs 2400 CL11 for Sony Vegas

So I've been told that the higher the frequency, the higher the latency. I've seen benchmarks that showed 1600 and 1866 to be the best performance overall for gaming at least, while 1333 and 2400 both performed slightly worse in gaming due to the low bandwidth and high latency. Since I don't do much intense gaming and only casual light games like TF2 and mostly do editing and recording with OBS and Sony Vegas, would you guys recommend 1600 CL8 or 2400 CL10? The 2400 is more convenient for me to buy so if the performance isn't going to be much better on the 1600 stick then I'll buy the 2400. (The 1600 CL8 is on amazon but amazon doesnt support PayPal). I saw a post linked by (i cant remember his name but I think it's) tradesman1 that showed higher frequency being better and latency not mattering, and also seeing a comment that said CL6 and CL12 doesnt make much of a difference in terms of nanoseconds.

I'm not worried about getting max performance, just wondering if the higher latency would make an actual difference. 1-2 FPS doesnt matter to me.
