Psu issue or gpu? Wining sound

So when my computer is idel/ playing most games my Gigabyte 1070 doesn't make very much noise at all, and the psu which is a xfx 650w xtr, makes a slight squeeling sound, like electrical circuits make.

Anyway when I open a game such as dying light and the card os running at 99% (65c) Both the psu sound and the gpu increases massively. The psu gets a higher wine and the gpu makes a awful squeak, even more so when I move the mouse.
 
Gpu squeak is coil whine and is worse on some cards more than others. My msi 390 is silent in that regard, whereas all ASUS and gigabyte cards have done it. Limit the fps to combat it.

PSU whine could indicate something wrong actually. Never heard it in any power supply I've used.

With regards to the psu, I'm not 100% that it's coil whine, as i swapped my psu out for my older one, which is the same model, and the faint sound continues when at idel.

It does it when the pc is powered down too tho. It's not a massive but it's loud enough to he able to keep me up
