My games keep lagging even though my PC has pretty good specs. Any help???

Games like CS:GO only get about 130 fps maxed out and most of the time the fps drops and stutters to about 20-30 fps for more than 5 mins and then goes back to the norm. I think that all of my drivers are up to date. Can anyone tell me what to do or if I'm doing something wrong?

Specs:
CPU: AMD FX - 8350
GPU: NVIDIA GTX 1070
Motherboard: ASUS M5A78L-M/USB3
Ram: 16 GB G-Skill Ares
HDD 1: Toshiba DT01ACA100 1TB
HDD 2: Seagate ST4000VN000 4TB
OS: Windows 10 64 Bit

Well, CSGO has been being a bit weird lately and quite a few people have been complaining about it lagging and stuttering on really high end products. My answer here is. Your AMD 8350 and GTX 1070 could be bottlenecking. The GTX 1070 is a PRETTY High end video card and you need a decently high CPU to be able to experience it at its full potential and performance. The 8350 at stock clock is a pretty lower end CPU I mean its one of AMD's highest CPU's (Thats because AMD hasn't released a new CPU for a while *Heh not a surprise* but anyways, You most likely are bottlenecking and my best suggestion is to try to Overclock your CPU (If your motherboard supports it) also get a cooler for it but if you can spend quite a bit of money atm I would...

Thanks for your help AceIccey, but I found out that my liquid cooler that I had plugged into my motherboard was not functioning properly. I then proceeded to install the cpu cooler that came with the cpu and I saw that my fps had skyrocketed to a stable 150-200 fps.

Alright no problem. So I'm guessing your going to send back your Liquid cooler and get a new one then install it? Cause with that Liquid cooling you can easily push it pretty high for an OC which will boost performance just make sure you know what your doing though.
