So my pc is a couple years outdated and I need some help on deciding what parts to upgrade to be able to play the new games that are coming out at 1080p 60fps and or 4k at 60fps

My Current Specs:
X2 GeForce GTX 650 Ti BOOST SLI
Intel(R) Core(TM) i5-4670k CPU @ 3.40GHz
8.00 GB RAM

Your CPU and RAM are still fine for modern games. You could double the RAM to 16GB but 8GB is still enough for almost everything. All you really need to make this a modern gaming machine is a new GPU. 1080p and 4K have completely different requirements so you will have to decide on what is in your budget.

For 1080p gaming I would recommend a GTX 1060. The AMD RX 480 beats it in some DirectX 12 games but the GTX 1060 is still above 60 FPS when that happens. The reason I prefer the 1060 is because there are DirectX 11 games where the RX 480 can't can't hit 60 FPS. I like the 1060's ability to consistently stay above 60 FPS in more games than the RX 480 regardless of which version of DirectX is used.

For 4K the only card I can really recommend is the GTX 1080 but it will obviously cost you quite a bit more than a good 1080p card. Even with a 1080 you will have to turn some settings down in some games to maintain 60 FPS. The only card that will get the job done more often is the 2016 Titan X but at $1200 I just don't think it's worth it.

Since 4K 60FPS is still pretty hard to pull off I prefer the happy medium of 1440p. It still gives you a nice resolution bump from 1080p but more mid-high range cards are able to pull it off at 60 FPS. I currently play at this resolution with a GTX 1070 and an i5 4690k and I'm really happy with this setup.
