gpu fans not spinning when starting up video game

I am not sure what to do here. When i start up the computer they spin for a little then turn off. When i start up csgo they do not spin and therefore i get like 20 fps. How do i fix this?

my specs are intel i7 4770k

evga nvidia gtx 970

corsair 650w psu

8gb ram

This may sound silly but is the power connector of the PSU plugged on the video card? If so, it looks like you've gotten a faulty video card.

Also be sure to check if any other cable inside your case is blocking/preventing the video card fan from spinning.

yes its plugged in and i used this card not long ago how would it be faulty now
