ASUS H170 PRO GAMING stuck on splash screen.

I'm asking this for a friend. I'm trying to fix his PC.

Full Computer Specs:
Processor: Intel Core i7-6700
Motherboard: ASUS H170 PRO GAMING
RAM: Kingston DDR4-2133 16GB x 1
Graphics card: ASUS Geforce GTX 750 Ti (GTX750TI-OC-2GD5)
Storage Drives: LG GH22NS50 DVD-RW, WD Blue 3TB
Power supply: Corsair VS650
Fans: Cooler Master Vortex Plus, Corsair AF120 Quiet Edition x 2

Things that I tried:
Run the Computer with only RAM, CPU, Motherboard and Keyboard.
Putting the updated bios file in a usb and start the computer with it plugged in. (CrashFree Bios)
Start the computer with the Support CD in the disc drive. (CrashFree Bios)
Remove CMOS Battery for 5 mins and put it back.
Booting from other bootable devices.
Using onboard VGA and DVI, without GPU.


CrashFree Bios didn't work, someone suggested pressing "Alt+F2", but it still didn't work.

Removing the CMOS Battery did remove my bios settings, as the onboard led(s) are changed back from static to breathing mode.

When it is stuck on the splash screen, the BOOT_DEVICE_LED is on,
but as I said, even with no storage devices at all, it is still stuck.

Please help me!

 
using a 3 party cooler make sure in not crushing the cpu. if this is a new build could be bent pin under the cpu or somthing shorting the mb out. try with one 4 or 8g ram stick and the mb outside the case with just onboard video see if you can get into the bios. if you can update it there then make sure all the setting are right.

After the system has passed POST (Power On Self Test) control is then passed to the bootable device. If there is no bootable device available then it will just hang at the splash screen.

Did you attach a bootable device? Even a bootable USB flash drive (e.g. Windows installer) should work.
 
When you tried onboard VGA did you remove the GPU?? It looks like a lot of people have had this prob. With different mobos.

One fix was to remove the GPU if you installed it then update the BIOS. Another was (if the option is there) is to change PCIE Rom state to Legacy ROM in the BIOS

Another was if you still use a floppy unplug it

Unplug USB devices inc flash drives / externals
