New System MSI motherboard 32 GB Installed 16 Usable. Windows 10 Pro

Have a newly built system AMD FX 4350 quad processor
MSI motherboard, 4 memory slots
Windows 10 Pro, upgraded from 8, have installed Aniversary edition and reinstalled. Did upgrade to hard drive from other PC, did full install.
Have tried upgrading BIOS, none available, have swapped around Memory. No Luck.

The problem was that despite having identical Specs, the RAM manufactures were different. I diagnosed this by continuing to swap the memory sticks in a routine. First 2x8 from first brand to confirm it worked alone ok .. got 16/16, then did 2nd 2x8 from other manufacture, then I did one each and got 16 GB installed, (8GB usable.) .. so it was clear. I went out and bought another pair that matched and now all 32 GB show as available and all are used.

Checking the memory right now by trying to have only 16 installed. All 16 show up just fine when I use either ram. Note 2 sticks are Patriot, and 2 are another brand. I'm wondering if this is a compatibility issue. I will try the ram speed in the bios and repost. Thanks.
