HUGE Fps drops in Fallout 4 on GTX 1080, this is not normal is it

In places i get 110 fps then it drops to 60 then 80 then 120 then back to 60. in mere seconds. What in the world is going on. I watched benchmark videos and this never happened to them. what is going on. My temps are fine. my gpu % is about 50 - 60% always dipping
 
Solution
You're hitting your cpu max, nothing to do with the gpu. There are a max number of frames a cpu can render in a situation. I suspect of you were running in 4k you'd get the same 35 fps in that spot. Truthfully a 1080 at 1080 is overkill beyond all hope. Try ocing your cpu further if you need more fps. (Faster memory has shown some effects in fo as well)

As a fellow Asus Strix 1080 owner, I can say that Fallout 4 is not exactly endowed with superior optimization.

There were sections that I saw go down to 35 FPS (notably in the BoS airship), and when in larger parts of Boston itself, I went down to 50-60 FPS from 144 in enclosed areas and 100-120 in other open areas.

Granted, I had my settings completely maxed at 1080p.

yeah, I had this happen to me too, mainly in areas where there were many physics objects loaded or AI's and such, I was having mostly similar FPS to your 1080, (when I was using an r9 280) and I had to switch to lower AA and that fixed things, so I think that the game is more optimized for AMD somehow. But also, what is your CPU and RAM?

when I upgraded to a 390, things got much better and I was able to play max settings with nothing going under 45.

EDIT: I also think that Nvidia's drivers need a little erm... 'fixing' if you know what I mean (I have a laptop with a gtx 950m and it does the same thing)
