GTX1060 is 3X as powerful as the GTX750Ti.

Your CPU will affect the results (bottleneck) so your FPS will vary by the game from 2X to 3X the performance. Most will be closer to 2.5X.

I don't recommend AMD cards because their DX11 drivers will make any CPU bottleneck worse. Their DX11 drivers use a lot more CPU cycles than NVidia's do which is a problem for some games.

it looks like if you tweak the settings a bit it should actually fix any fps issues you may have from liftoff. I haven't tested it yet but it sounds promising if you open the graphics settings config file and set vsync to false.

To access the config file, go to the folder you've installed the game to, then into binaries, and into settings. Open the file 'TKGRAPHICSETTINGS' with notepad, and find the line <Property name="VSync" value="true" /> and change that to false. Provided you are seeing FPS issues if you do try it out.

Also, make sure your CPU supports SSE 4.1 or higher, as if it doesn't no matter what your graphics card can manage, the game will just crash to desktop on startup.
 
1) His CPU only supports up to SSE3

*Lack of SSE4 will cause it to crash, however they do not state that SSE4 is a requirement. So it's likely they will fix this issue.

2) The game is a MESS right now for most people.

3) It sold well on PS4 (2nd best selling) and probably well on PC so it's likely that they won't have a financial issue FIXING the game on PC, especially if they want to sell more copies or make DLC.

4) I suggest NOT playing the game at all to avoid hitting the TWO HOUR point since Steam will give you your money back prior to this point.

*Wait a month or so for them to work on the game, then try it. Or maybe just get your MONEY BACK NOW and buy it later.

You can already switch to the experimental branch to get support on older AMD CPUs that don't support SSE4.

Also, you can't wait a month and then get a refund from Steam even if you play for less than 2 hours. The refund policy states that you can get a refund if you play less than two hours and request the refund less than 14 days after purchase.
