Booting up for the first time on display there is no signal

I booted up my pc yesterday for the first time ever but display does not receives any signal my hardware is:
Asus Maximus VII Formula
MSI GTX 1070 Gaming X
I7 4790k
DDR3 Corsair Vengance 16gb 2400mhz
HX750i


so now to the things i think that might cause this problem are listed:

1.CPU Socket on motherboard is covered with some sort of sticky thing not thermal paste what is this? and how can i get it out?

2. I cannot plug my 24pinatx cable to either of the motherboard or psu socket where its supposed to get in its just too hard or not matching eachother psu's cables are fully modullar.

3.Im just stuck guys im trying to build the pc for almost 3-4 days now (its my first build) and i dont know what to do anymore i dont want to give it to some technician if i wanted that i would do it from the first time oem parts arrived but if this post doesnt get me to anywhere i think i will have to give my unborn baby to someone else...

no idea what the sticky green stuff is but if thats a new board I would return it. If you absolutely can't then some isopropyl alcohol and try to clean it off. As far as your atx connector. While i wouldn't force it, they do require some elbow grease to connect sometimes. The wires can be slightly out of alignment to the connector as well. make sure all wires entering the 24pin are lined up properly to (not skewed or crooked which they can get sometimes) the 24pin connector on both your motherboard and your PSU.
