4,400MHz at 99% Load, 3900 at !00% Load, why does this happen?

I'm using Kraken x61 in silent mode.
Probably the problem is I need to replace stock case fans, I've put a thermometer and temp was 38ºC inside case and I live in a hot country, I'm at 28ºC in my room. Summer time...

In the audio sample you can hear with a louder volume, is like a buzz.

In a Software utility provided by NZXT, CAM
Temps lower a bit with higher fans but it's too noisy

PSU fan should not been spining since rm750x has zero fan mode at low load(it was idle). Air sound is due to smartphone recorder.

OK, new tests today, it seems to throttle at around 58ºC or so

Stock case fans: Intel Burn Test High
1.27 voltage. 30ºC ambient, 68ºC CPU temp avg

Stock case fans: x264 Stability Test
1.27 voltage, 30ºC ambient, 57ºC CPU temp avg

New case fans and thermal paste: Intel Burn Test High
1.27 voltage 30ºC ambient, 61ºC CPU temp avg

New case fans and thermal paste: x264 Stability Test
1.27 voltage, 29ºC ambient, 53ºC CPU temp avg
