Stuttering With EVGA GTX 1080 Gaming

Ever since I purchased my fully custom computer about one moth ago, I have been getting stuttering in some games, especially Rainbow Six Siege. While my overall frame rate is about 144 frames, the stuttering, while it is occurring, make is feel more like a choppy 20. My specs, before providing more info:
Intel 6800k
EVGA GTX 1080 SC Gaming
Gigabyte X99 SLI motherboard
Deepcool Captain 360 CPU Liquid Cooler
EVGA 850 GQ power supply
16GB Corsair Vengeance 3000Mhz RAM
Corsair 850D Airflow Edition case.
Win 10 x64 (Fully patched with AE. However, I DDUed and reinstalled with 368.95, then tried to update back to 369.09, but was told that I was using the best graphics drivers. Not running 369.09, running 368.95)
CPU and GPU are not overclocked, and not overheating. (Custom fan curve with 1080, temps reaching mid-60c, CPU temps not breaking 50c.)
Geforce Experience was installed, and I did optimize some games with it. However, I fully uninstalled it, and deleted the configs for the games. (Rainbow Six Siege, Dirty Bomb, other games were detected, but not optimized)

My monitor is a Dell S2716DG, 144Hz, Gsync.
The computer was assembled by CyberPowerPC.

(Any that say graphics driver is not approved is because I was using the 368.95 hotfix driver.)

My BIOS is up to date. From their release date, all my MB drivers are up to date, and nothing looks like it might directly affect my problem. Unfortunately, I do not have a different PSU/rig to test things in.

Two more things: in most games my framerate is all over the place, with 150s down to 100s on Siege, and 140s down to 60 in dirty bomb, with a GPU utilization of 11%! (Dirty Bomb only.) Second, when playing a video, the image and the audio stutters. This seems in line with the DPC issues that other 10 series users have. So, I guess all there is to do is wait until a new driver is released?
