CPU Downclocking itself every 30-60 seconds if processor state is at max.

So I have an AMD-8320 and an ASrock motherboard, and if my processor state is set to 100% (cool and quiet disabled) i start getting clock drops every 30-60 seconds consistently. I have tried disabling every power-saving bios option under the sun, nothing works. Its weird because most people get this with cool and quiet ENABLED, but for me its the opposite. I have confirmed that its not a temp option, because even with CnQ/power saving options disabled I've never seen my temps exceed like 55+ c.

Your cpu is over heating...the temp isnt going over 55 because the system is reducing voltage / ghz to protect itself. I would re-seat the processor and make sure your cpu cooler is rated to handle the thermal output of the chip...

I've already tried this several times, setting it for high performance on 100% processor state disabled Cool N' Quiet, and with it enabled my CPU performs at half strength. Turning it to high performance won't help.
