Help with graphics card options

I have an 8gb ram, intel core 2 duo cpu 3ghz, optiplex 960 (desktop). It runs windows 10 pro. Whats the best graphics card I can by at around $150 to $200? ( for gaming)

In that range due to the recent releases of GPUs, you're looking at the R9, RX series. Unfortunately, the GTX 1060 is a bit out of your range at $250-275. The RX 460, 470 are both under $200 from a quick search on Newegg, the R9 380x is under $200 at this point, and the RX 480 is just over $200 around $215 for the 4GB version. You could also get a GTX 960 in that price range but I wouldn't recommend that at this moment in time. There are a few other options you could go for that are a bit cheaper (one of which would be the RX 460), like a GTX 750Ti, or an R7 370, which both lock in at around $100. That being said, what do you use the machine for? You're a bit behind on the tech trend.
