Trying to download operating system, instead takes me to Asus uefi bios

So I recently built my first computer, rather than buying a pre-built one, then went to download my operating system from a DVD+R disk, but it took me straight to the asus uefi bios. So far, I have tried changing queue priority in my booting system, attempting to disable secure boot by deleting pk keys, disabling ueifi and using legacy boot, and really just anything I could find on other forums that might help. Still, nothing.
I read that disabling secure boot and launching from uefi shell file would fix the problem, but my secure boot refuses to disable itself even though it clearly says it is not enabled in the settings. When trying to launch from the uefi shell file it comes up with a warning that reads: "Secure boot is enabled to prevent untrusted operating systems from loading during the system start-up, to launch uefi shell, please disable secure boot option or acquire digital signature for uefi shell file and store it in a usb flash drive."
Does anyone have any idea if my hard drive might be dead or if this might just be a bug with something in my system? How can I fix this and get my operating system installed?

What version of windows are you trying to install? If its Win 10 x64 enable secure and UEFI

Set the settings to the default settings

Change the bootdisk to the dvd,enable AHCI, enable secureboot and UEFI

And change whatever. Save settings reboot wait for windows to install And where did the DVD+R come from that youre trying to install from?
