CPU usage goes up to 90%

Hi, I have been encountering this problem since yesterday. My CPU usage goes up to 90% every time I launch my game (Dota2) and when it goes that high my frames will drop to 20fps, but the interesting thing is my PC doesn't get hot at all while my CPU usage goes up to 90%. I have a intel i7-3770 CPU and GTX 660 graphics card with 24gb of ram, for games like dota actually they don't need this much of a PC but still my PC's CPU usage goes up to 90%, I've tried to run an antivirus (SmadAV and ComboFix) and there was no malware found, I tried to check my task manager there were only Dota 2 and chrome.exe running and the others was SYSTEM and LOCAL. I can't find a way to fix this please help me thanks!

Sorry for the late response--If this is still occurring: What cooler are you using on your CPU? You need to either get a new one, or reseat the one that is currently on it. That's much too high if you're measuring it from the BIOS. Should be idling at that point.

I'm gonna go with a few basic ye-olde responses first... Validate your game cache, if it's still happening after that, reinstall the game. Does this occur just with DoTA2 or does it also occur in other games? Also from reading through it... does this only happen when you launch the game or does it also happen during the game? If it's only happening upon launch it shouldn't be much of an issue, a lot of CPUs get under heavy load when they're attempting to launch something. But, if it's also happening in game it's an issue.

About thermals: What is your definition of your PC not getting hot when your CPU usage goes to 90%? The way you're describing it you're getting 90% spikes, not consistent 90% usage. At 90% usage I would expect to see thermals on the CPU go up, but I wouldn't expect you to notice how much hotter the entire computer is getting. Are you overclocking?

1. Yes, this happens on other game after I tested it (CSGO)
2. It's happening upon launch and in game.
3. The CPU usage goes up to 90% from steady 0-20%, yes I am getting 90% spikes not consistent 90% usage
4. The thermal goes up from 27-31 which is normal in my opinion. I can even feel the computer isn't getting hotter when I touch it
5. I never did an overclock on my computer
6. When you said "a lot of CPUs get under heavy load when they're attempting to launch something" you need to know that this didn't happened before this happened from yesterday, this didn't happened when i first bought this pc

I still can't find a solution

**Update

I went to my BIOS and checked my CPU temperature it was 96C is that normal or is that overheating? If it is overheating how do i fix it
