I am in college and looking for a good setup with $1000-1100 budget

I will be using it mostly for CAD, Photoshop and slight gaming.

What is the best setup that i can get for my money?

I live in the philippines and some of the components I saw are not available.

Doesn't seem like that bad of pricing! GPU is a bit overpriced, see if you can find a cheaper version. Add any cheap ATX case...
If you can't get skylake for reasonable prices, consider something like :

I actually want to max out my budget of upto $1300
Here is what i saw upon canvassing from the most convenient store in my country and basically the components that they sell are pretty much the only available for me.

It actually is so bad haha! The motherboard costs $174 here while it is $124 in the USA and the 1070 here is about $595.

I've tried searching for those PSUs but havent seen them here in the popular stores. (feeling frustrated here)
