Asus GTX 970 Strix fans going from 0-100% when I turn a game on.

So yesterday I built a new intel rig, using my Asus gtx 970 from my amd build. After downloading all drivers and getting the system running, I noticed that any time I turned on any moderately graphics intensive process, the fans immediately went from 0 rpms to over 3000. This card has never done that before in the past, keeping to its advertised silence by regulating it's fan speed based on the gpu temp. Any idea why now it only has two options, off or full throttle?

Okay, so I am watching the GPU tweak. Using Unigine Heaven Benchmark as my test app, the second I hit run, GPU tweak reports my GPU temp going from 49 C to 87-95 C. Which I am sure is why the fan is being told to kick on. Any idea why it would do that?
