Two 12cm Fan in front = noisy?

I think that depends a lot on the model of fan you use.

For example, two of these: http://pcpartpicker.com/product/dnPfrH/delta-electronics-case-fan-afb1212ghecf00 will obviously be crazy loud. (plus you'd have to make sure the case actually has room for extra-thick front fans)

Whereas two Noctua fans like http://pcpartpicker.com/product/Z7mLrH/noctua-case-fan-nfp12pwm will be quiet.

Also note that reviews that actually measure airflow and noise are more reliable than manufacturer specs. iirc, the Noctua specs are fairly close, though.

it depends on the fans itself, if you have cheap fans with a high rotation speed then they will be loud even with only one fan.
if you have good quality fans with PWM connector to control the speed then you can have a good airflow with no noise

In general the higher the CFM/RPM of the fan the louder it will be.
What 2 different people call loud or a acceptable amount of noise will be different.
