Would this PC be able to run GTA 5 and other high graphics games at 1080p?

So today I was playing CS:GO (Not that graphics demanding), and I realized I am only getting 45 FPS max! So I was wondering if this PC that I am planning on building could run games like
GTA V, BO3, Doom, and ARMA 3. While recording through OBS(Open Broadcast Software). If your PC has similar specs or your just a computer genius, tell me how this PC build would preform in the gaming world.

Your processor would be far too weak to run demanding AAA titles well, let alone recording.
The graphics card is also fairly weak.

Realistically you would need a larger budget.

For what you asking, you at least need an i5 & Gtx1060

Also csgo fps heavily rely on cpu power target than graphics.

Realistically you'd need some i7-5820/6800 and a 1060, better 1070 GPU and a build around ~1200$

You would not need a 1200 dollar budget to run the games and record.
A 5820k would be a nice touch, but a 6700k would offer better in game performance.
