Major problems with GTX 1070 please help!

I bought the GTX 1070 ASUS Strix OC yesterday spent quite a few hours trying to get it to work properly. I get maybe a slight increase of fps on Overwatch than I did with my gtx 680 and on CS:GO the mouse lags in the menu as if I have Vsync on with one of the OG LCD monitors sitting at 70 fps in a lobby that is set to 120 fps and in-game completely unplayable. Someone please aid me!

Things I've tried:
Uninstalled drivers reinstalled
Rolled back drivers
Tried uninstalling the drivers with DDU
Re-seated the card several times tried different pci-e pluggins
Monitored temps
Finally returned the card and got a new one today still the same

PC specs:
i7 3770K
Biostar tz77xe3 Mobo
Gtx 1070
12 gb 1333 kingston
256 gb SSD

I have to agree that it sounds like an issue with the motherboard/interface. Sounds like you're running on a x4 slot so maybe something else is set to share the bandwidth on that PCIEX16 slot?

In order to give anything more than a guess, we have to know what motherboard you're running. Also, is your power supply up to the task and connected properly? What CPU? Memory speed and amount? Are you running a fresh install of windows (7,8 or 10?) Details help. :)

I haven't tried a second PCI-E 3.0 Slot I actually thought my Mobo only had one of them but didn't think it could be the culprit because my GTX 680 works fine in it
PSU is roughly 4 years old Corsair TX 850
CPU is hitting around 70-80C with max load OC'd to 4 ghz I have it liquid cooled

and I am running Windows 10 with all of my PC specs above

Looks like that MoBo has (2) PCI Express 3.0 x16 slots. I found your manual and see this on page 19:

PCI Express Configuration

PEX1_1/1_2/16_3 Slot This item controls the PCI Express Root Port. Options: Enabled (Default) / Disabled
ASPM This item sets PCI Express Active State Power Management settings. Options: Disabled (Default) / L0s / L1 / L0sL1 / Auto
PCIe Speed This item selects PCI Express port speed. Options: Auto (Default) / Gen1 / Gen2


So I'm assuming you're using PEX16_3, it's Enabled, and speed is set to Gen 2 or Auto?

Also, on page 23, make sure your Internal Graphics card is disabled...just to keep that ruled out as a problem for now. Primary display should be PCI and Internal Graphics Disabled.

Page 24: If you're using slot PEX16_2 for the video card, looks like you can set it to Gen 3...seems like the fastest option.


Also, I'm not familiar with that motherboard at all...so hopefully the above is somewhat useful. But you should also install AIDA64. Once installed, go to DISPLAY then GPU then look at the BUS TYPE and make sure you're running it on a PCI Express 3.0 (or possibly 2.0) and that it's x16 and not x8 or x4. x8 might not be that much of a speed reduction for that card, but if it's x4 or even x2, that's your problem and the solution lies in the motherboard settings.

All the settings above seem to be at their defaults and I disabled the internal graphics but still no budge.
Just seems kinda odd that I can play overwatch and it is still somewhat playable but CSGO is getting destroyed in lobby... But with that being said(playable) it's still significantly underperforming.
Anyways I also downloaded AIDA64 and it is on PCI-E 3.0 x16

Thanks again for helping this one seems to be a needle in a haystack..

And did a fresh install on my PC just now and still no budge fps looking the same CSGO in game low settings dropping in the double digit fps floating around 160 on average... And overwatch still sitting around 150 on low as well.
I turned V-sync off in the 3d settings and tried installing without geforce experience and 3d vision but still nothing.
Oddly I downloaded 3dmark and tested to see that the results "say" that my PC is performing closely to those with similar PC to mine. With seeing that all I can think is 1 either the program is BS 2 its a driver issue or something weird or 3 everyone with my setup is crying cuz of some weird hardware issue with the cpu/gpu combo but honestly I hardly know what I'm talking about which is why I am on here hoping someone can save me from this never ending story.

In my experience, 3dmark seems like an accurate tool to help determine performance so if that's saying you're good then I'd agree that it's probably game related. I'm sure FSAA is disabled or on a low setting? Resolution running at or below 1440? Can you try running a overclocking tool and view it on another monitor while running the game? I use MSI Afterburner or Asus GPU Tweak II in order to see how hard my video card is working in the video game. That might give you an idea about how hard the game is tasking your system. Also, are you using the optimal game settings as determined by Nvidia GeForce Experience? If not, that might help...saves me a lot of headache with my 1080 card while running The Division on 4k.

I am running both games on low settings at a 1080 res 144hz though if this card was just released I'd say 100% driver issue but I'm seeing a lot of people saying they are getting great readings with the card on the games I am playing. I will check to see how hard the card is working with the tool right now but I don't touch geforce experience stuff although I do the standard stuff like max performance power settings vsync off.
