i5 4460 has better single core performance but 2600k has 8 theads, better multi core performance and can OC, which one is better for games such as rainbow six siege, gta 5 and witcher 3

Witcher 3 and GTA V are both games that benefit from extra hardware threads. I imagine the 2600K would be faster than either even at stock. However, the 4460 is on a much newer platform and consumes about half the power. If things like USB 3.1 and M.2 are meaningful to you, you might consider the Haswell CPU.

The I7 2600k, 3770k, and 3770 are compatible with 1155 socket. NOT 1150. 1150 socket is I7 4770k, 4790k, and 5775c.

CPU and GPU needs are not related. If a game will not run at 60fps on one CPU, it doesn't matter what video card you put in it. An extreme example would be Guild Wars 2, where an FX-9590 will get ~25fps in a town with a GTX1080, where a Core i3 6100 will get ~50fps with a GTX 750Ti.

CPUs determine your maximum possible framerate in a game. GPUs determine what details you can run at a given framerate, so long as your CPU is fast enough to allow it.

yea i have a 860k and sometimes bottlenecks with the gtx 960 on games such as gta 5. if i had something like a 2600k i would get a massive boost in fps and my gpu can run freely without being bottlenecked by the cpu
