Nothing in the marketing copy indicates either of these are the case. As far as what AMD says it does, if a core isn't fully utilized (running at 100% load), the frequency will be increased up to a dynamic limit. If you have multiple cores that are in use, it stands to reason that the frequency on all of them would get increased based on what the system thinks it can get away with.

i already found my stable overclock with prime95. but doing other things like booting up and playing games or running scripts and malware scans causes the temps to go below the thermal margin. i took the initiative and went ahead and set clock to my turbo instead, now it only goes up when its safe. thanks guys
