HI guys My gpu : Asus Strix R9-390x-DCOC3-GAMING

Since I had bought it i haven't try any high end game because Mostly i just play online games like dota those and my temperature is around 60 degree .
Recently i have tried to play Tomb Raider: rise of the Tomb rider , with all gaming setting to ultra high and in Dx12 (everything max out in 1920x1080 resoltuion )~
I have to manual to set my gpu fan spd to 65% only then my gpu temperature is around 82 degree is it normal ? Because if i not set it is even worse = = the autosetting not spin the fan that fast and my gpu go up to 88-90 degree celcius , is it normal ? My gaming performance is very smooth just I scare my gpu get overheated ....

I use MSI Afterburner - and yes, that sounds pretty normal for a card with a good cooler and no overclock. Some cards need almost 100% to stay below 80C, especially if they're overclocked or have only basic cooling. My 980TI's for example - with my fan curve, they sit around 80 degrees with 75-80% fan in heavier games.

Thank you for your information because like my i have to use the Asus Gpu Tweak II to manual set up my fan speed ~

As stated just set the fans to run at like 70-80% at 80c. Radeon cards run hot. On my cards up until i got my new 1080's i always had a fan profile setup to keep them below 78c usually maxing out at around 75-80% fan speed with a heavy overclock. Now my cards don't go over 55c on air but pascal runs rather cool.

I don't use ASUS GPU Tweak, so I don't know if it allows for custom fan curves - I would be surprised if it didn't. You want a curve, not a constant speed - If it runs at 65% all the time, dust will build up very quickly, and the GPU won't be to use any speed above 65% - and it sounds like it might at least need to go up 70 or 75% on occasion as GPU loads can vary pretty drastically from one situation to the next. It's not going to fry as soon as it goes over 80C, but if you do any kind of overclocking, you would want the tighter temperature control.
