ASUS Z97-I Plus, not getting boot/black screen and no lights in KeyB or mouse

Newly built pc. No signal on screen, no lights in keyboard or mouse (connected to usb 2) green light beside ram, and red light beside CPU (Manual says it's DRAM led) The PC just turns on and off right after, stuck on loop. Some of the parts like the SSD has been in use before, and was not formatted. But I doubt that's the reason since it will be later on,

I have no idea what to do., so help would be greatly appreciated!

Mobo: ASUS Z97I-plus
RAM: Crucial Ballistix 1600 mhz, 2x8gb ddr3
CPU: Intel i5 4690k (no OC)
GPU: EVGA GTX 770 SC 4gb
Corsair TX750M PSU

Checked the GPU, PSU and RAM, nothing wrong with those when installed in other systems.

I removed the CPU and no pins were bent. But I noticed something strange, I had used the intel stock cooler for a bit and it looked like it hadn't had proper contact with the CPU. I changed it to the H80i and assembled it all back. Still the same result as before. I was hoping so badly it was just the bad contact of the cooler that caused the problem. Now I have no idea.

I didn't mention this for some reason when posting this. BUT the mobo and th CPU had been in use for over a year. It was working perfectly before, but after reassembly it just stopped working. I was careful with static electricity, so it bugs me alot not figuring out what caused this.
