Fan or case?

I made my first build, it is only for the purpose of playing simple games like CS GO and LOL so I bought an AMD APU (A10 7700K) already knowing that it has a TDP of 95W so I bought a Zalman Zalman CNPS8000B to cool it in a CM Elite 130 case.

The problem is, my CPU is currently idling at 70 degrees celsius right now, it only drop into the 50s and 60s if I turn down the clock (2000 Mghz).

I'd like to know what is the problem here, is it the fan or the case? Or both?

My dorm room is really small so I needed a small case. I don't earn a lot a month so is there a good case paired with a better cpu cooler under a hundred dollars?
 
Possibly your cooler mount is bad.
Any cpu should idle at 10-15c. over ambient if it is mounted well.

Was there possibly a protected film on the cooler base that was not removed?
Does it wiggle if you nudge it?
Is the cooler fan spinning?
Is your front 120mm fan drawing in air?
Dangle a tissue in front to confirm.

Downdraft coolers are not that effective, but you have little choice with a psu on top.
One solution might be to install a stronger 120mm intake fan in front.

my front fan is actually a noctua 120mm given by a friend, so I wouldn't really wanna blame the front intake if you ask me
