[URGENT] New PSU and Graphics Card but monitor and peripherals not working

I got a new Power Supply and Graphics card and put it into my computer, but now the monitor doesn't display anything and my keyboard doesn't light up (its a back light keyboard from Razer). I checked and it seems everything is plugged in, so what could be the problem?

EDIT:
My new GPU is the RX 470 GAMING X, I bought a new PSU because I needed the 8 pin connector, so I cannot test with my old PSU, also my old PSU did not have enough watts(or atleast it recommended that i upgrade)
On board video is Intel Integrated Graphics, the cpu is an Intel i5 2320
When I take out the new GPU it boots up fine and my peripherals work, but when I put it in I cannot boot, my pc just turns on and doesn't load anything.

Power shouldnt be an issue I have a variation from MSI that has LED lights to display that power is ok.

What does that even mean?

You haven't said what new PSU you bought.

You also have some cheap OEM board that may not be good enough for the RX 470 because the RX470 is kinda broken itself and your board can't compensate.

I looked through that and everything seems to be correct, I still don't know what could be wrong.

How about a list of components & make , model etc.
Especially Graphics card , motherboard & psu

A old pre uefi graphics card in a new motherboard or failure to plug in pci-e power into graphics card (where needed) can cause problems
Intel cpu usually have integrated graphics so can be tested without a graphics card

Depending on power consumed by new graphics card you may be able to use old psu & new graphics card
And test new psu with old graphics card to see if anything new is faulty

I purchased a new PSU that was directly recommended to be used with the new card.

I was saving up for a very long time to afford these upgrades and I need any help I can get, I don't want to have to return my card. I don't have any way of testing whether or not the card is faulty since I live by myself and only have one computer.

Here are some guesses based on my past, limited experience. The keyboard doesn't light up because your bootup never reaches the point of loading the operating system... some usb3 ports aren't active until the operating system is loaded.

Maybe you need to change the graphics priority in BIOS to pcie first, then integrated graphics second.

My BIOS does not have these settings. Or maybe they do, and im looking in the wrong section. Where would it be in the BIOS?

What motherboard do you have? Different brands have graphics listed under different BIOS titles. On some Gigabyte motherboards, graphics settings are found under the "BIOS Features" heading.

P.S.- It would be helpful if you posted the complete hardware specs and brands.

Well my computers model is the Gateway DX 4870

Its motherboard is "DB.GDQ11.001"
 
Hmm... Weren't there reports of the rx 480 drawing too much power from the PCIE slots and breaking a few mobos?

I wonder if your RX470 is doing the same, or that because your computer is an old weak POS it's motherboard can't supply the type of power the RX470 is trying to draw from the PCIE slot.
