EVGA GeForce NVIDIA GTX 970 4GB - Think my card is dying.

Hey so i've had my 970 for a while now, but the card have starting to act really weird for about a month now. (it might have been longer but i have not noticed it that much)

So i just started to play WoW again after having a long break however i started to notice some serious frame drops completely random and for no reason, i've always had a computer that could atleast handle 144fps while in outdoor zones (not talking about crowded areas) without any issues.

But with the frame drops i noticed that my card is pretty much going from 90-95% load right down to 30-40% load and same goes for the Frame buffer, from 60% down to 20-30%, Power drops, its like the card is going into "sleepmode" whenever it tries to push over 95% load.

I also noticed something that makes no sense to me, lets say i am in a normal zone in wow without any people around where i always have 144fps, my GPU load is solid on 80-90%+ which is fine, however if i go to a crowded area my GPU load goes down to 30-50% should it not be the otherway around?... less to load less gpu usage but right now its like the card just can't handle it,

I also have full power in windows/110% on the GPU, so that is not the issue.
My drivers are up to date (tried older graphic drivers)
My GPU temp is around 65-73*C - EVGA fans sounds like 10x jetplanes when over 40% speed
My CPU temp is like max 50*C
Windows all updated etc
