Your Turbo Boost temperature target is 80c. That's the temperature your GPU will try to reach by increasing Turbo Boost clocks, which will increase temperature. At 80c, your card will reduce Turbo Boost clocks to cool off (as well as increase fan speeds, decrease voltages, etc.). So 80c-82c would be considered the normal upper limit of regular, perfectly normal temperatures.
Above that temperature would mean your card is not maintaining its target temperature as it was designed. In that case, you would look into what factors may be contributing to the lack of efficient cooling. Above 90c, and there's something gravely wrong and you should stop gaming immediately. 69c-71c is very good, particularly in a hot room in the summertime. My card usually runs about 6c hotter in summer than winter.
