Most Chinese phones don't come with the playstore. If you want the play store you will have to flash another ROM onto the device which can be very risky if you don't know what your doing. I always buy Chinese phones and install custom ROM's because it's better value for money but all of the phones I have dealt with in the past won't get the playstore unless you do decide to install a custom ROM
The Google Play Store and the software is the same in any country. Its not the software is configured to not work because you crossed a border line.

The big question is if it supports the voice/LTE bands in Europe, without that it can not actually receive a signal from any cellular network.

Hey man, you can see if it will work by comparing the spec of your provider's bands and what bands the phone can actually receive. Can you please tell me which network you are on and I'll see whether the phone will work for you or not
