I recently upgraded my motherboard, CPU and CPU cooler and migrated to Windows 7 Pro (64-bit) from Home. After these actions, the framerates on the system have dropped by 50 to 75%. Simple tasks like playing videos online have horrible lag times. Overclocking the CPU (using reference numbers from this and other forums) has no affect on graphics performance, but does reduce CPU loading (restored to default). I am a noob regarding BIOS / OC / GPU interfacing, and have done everything I know how to do (e.g., BIOS and driver updates, removing excess programs and overhead).
No change in power supply (Corsair TX850W)

Performance:
“Overwatch” 70 fps, full HD
CPU loading ~60%

Asus x99-a/USB 3.1 (BIOS fully updated, default settings)

16 Gb DDR4 RAM (Kingston HyperX Fury – 2x8Gb)
nVidia Geforce GTX 780 ti (Driver Version: 368.81)
Performance:
“Overwatch” 20-30 fps, full HD
CPU loading ~90%
