AMD A10 8700p issues

I recently purchased a Dell laptop with an AMD A10 8700p and suddenly the GPU is only running at 300 mhz versus the 800 mhz that is ran at before. I already updated my drivers to the newest version. Any hel would be greatly appreciated.
 
The GPU will change speeds based on the load it sees. If you're sitting at the Windows desktop, you won't see high speeds. Watching videos or playing games however may cause the speed to increase. How and where are you monitoring speeds? Perhaps you're just not loading the GPU while monitoring?

Is your laptop being kept reasonably ventilated and cool, so that the CPU/GPU doesn't throttle due to heat?

You may also see changes in chip clocking behavior based on whether the laptop is plugged into mains or running off of it's internal battery.

The laptop is plugged in, and I have observed 300 mhz across multiple use cases, including gaming, movies, and desktop use. The laptop is staying cool as well, the chip reaches 72 C as of right now, and i see no reason why it shouldnt be clocking up to 800.
