Can't lower CPUFan2 speed on Z170A Gaming M3, all 3 (+GPU) other fans can be controlled (in SpeedFan)

I've added one more LED fan to my case, in CPU Fan1 slot I have the actual CPU fan (Cryorig H7), that can be moved anywhere from about 400RPM to like 1800RPM (can't go lower due to safety I am pretty sure). In Sys Fan 2 and 3 I have the other two case fans (Sysfan3 and Sysfan2) which can be moved from 0RPM to like 2000RPM I think, but CPU Fan 2 (which I have in the back of my case) can't move from 1100RPM, it's quite loud and annoying.

What can I do? I've set every fan on mobo in SpeedFan to auto, but this one just doesn't wanna move. It doesn't change even in the BIOS.

Also, SpeedFan reads the speeds for all fans to be around 65k, is there a way to fix it?

And lastly - Yes, it is connected to 4pin connector and it is PWM, the exact same fan, just mounted in the front I can control.

And FYI - You might want to suggest connecting it as Sysfan1, unfortunately the port is right under the CPU cooler and would look like a mess, I prefer my cables hidden haha.

What fan are you running?

You say they are PWM, but are they 4 pin(with all 4 wires)?

The reason I ask this is because the CPU2 follows the cpu speed(via PWM). All the others use voltage control and not PWM.

If the fans are not power hungry you may be able to use a fan splitter(y-cable) to have the back fan share with one of the other fans.

Well damn me, they're 3 pin only so I guess they're just voltage control and therefore the CPU Fan2 follows the actual CPU Fan as you said.
To be honest I need (well rather want) only two of these fans, I'm running 6400 with H7 and the temps under full load with CPU fan at around 30% are below 50°C. I'll switch them up then, thank you for the quick answer on your end and sorry for late answer on my end.
