Your question needs more information provided such as , What is the case, and is your room where the pc is is hot already. either way I wouldn't be comfy with those temps at all. I'd check a couple things ,,, if you bought the pc and never looked inside make sure the fan is plugged into the cpu fan header on the motherboard,, wont do much good if its unhooked if thats fine and the fan is working ,, the next thing to check ,,and do ,, is remove the CPU cooler all together clean the mounted surface where it meets the processor off with a little isopropel alcohol and I use coffee filters or a microfiber cloth will work but the filters are cheaper. do the same with the processor just becareful not to let that alcohol get down on the board ,, you'll only want to clean the surface of the heat sink of the processor itself ,,,,, then you'll need to have thermal paste before you even start this , but I suggest getting something like articsilver 5 thermal paste and theres videos on youtube on how to properly apply thermal paste. and if netiehr helps ,, if you have overcloked the processor on a stock amd cooler ,,, thats a big nono,,, the stock cooler is designed to be a beginner or base cooler for stock clock. but Id also inform the post here about what case and room temp your dealing with. (oh and forgot to mention let that alcohol evaporate and dry before applying the paste)
edit: just read your reply to another poster, if they used the stock paste ,, theres a small unlikely but still small chance they one left the plastic covering over the paste on the cooler which would explain that smell you smelled too. or 2. the paste itself had somehow aged and the shelf life went crap before applying it.
