Solution
What do you see on the speedtest sites. You need to try a couple different servers in your area. What you need to see if both the bandwidth you get and the latency/ping times.

You should get close to what you are paying the ISP in your contract.

I will assume this is actually a cable company even though its name implies it could be satellite. Satellite internet tends to be very slow compared to most other forms because of the distance the signals have to travel.

If everything looks good in the speedtests then I would suspect a DNS issue. Try to change the DNS to 8.8.8.8 or maybe 4.2.2.2. Most times the default is to use DNS server the ISP provides and they can be slow. I would first change the DNS in the end pc network...
It may be that particular site, or browser...

My BEST GUESS is that it's a time of day issue and your ISP can't give you any more bandwidth. A video game doesn't necessarily need much bandwidth. Having a fast connection to the game server is not the same thing as needing to send a lot of data.

*I have issues with Google Chrome, especially with Youtube videos which just freeze and don't download quite often after several seconds.

Microsoft EDGE works quite well for me (Windows 10) though it doesn't have many plugins. (good at least to help troubleshoot where your problem is).

Troubleshooting:
1) Try different computer
2) try different web browsers (i.e. MS EDGE works well)
3) try different web sites (some are just slow)
4) Observe if it's TIME OF DAY related

(network performance generally is best in the early morning)

1 > tried mobile, another pc, and laptop but still the same
2 > same apply to 1
3 > same
4 > time of day?

why ISP can't give me any more bandwidth? my plan has no cap

This would eliminate the router as the source of that problem. Your router is acting as a DNS proxy and it could have a bug...although that is unlikely.
