my mobo reads that all four of my ram cards are in but is only using half of them for the total memory

They probably simply don't want to play, additionally would guess the 2133 is simply to fast for your CPU, try starting with the 1600 set and manually set to 1600 9-9-9-26 1.6 and set CPU/NB voltage to 1.3 save, exit, shut down then try adding the 2133 sticks

Have the 1600 sticks in slots 1-3 from CPU and the 2133 in slots 2-4? What CPU cooler, it may be too tight in a corner or on a side if a third party cooler, can try loosening then snug down

The 1-3 2-4 setup still doesn't work and there is a good 1/2 inch between the cooler and any of the ram sticks. so it shouldn't be affecting it

It's not the cooler on the DRAM - it's how the cooler is on the CPU, if too tight it can throw the CPU out of level so the pins don't get full contact

ok i disconnected the cooler and then reccnnected it it didnt seem to be pressing to hard just a snug fit but that didnt change any thing in the bios.
