Is this GPU and CPU usage normal while gaming

I didnt know if it was suppose to up and down that much while constant gaming

Also why does my gtx 1080 make a noise while gaming like a buzz

The usage is normal for gaming, as it will have to render and calculate more or less during the movement of the game, so that's nothing to worry about.

And I'm guessing your GTX 1080 buzzing, may or may not be the fan, if not I'm not too sure what else it could be. The fans will obviously be spinning at a high RPM, which causes vibration and can be withheld as a buzzing noise, so that should also be nothing to worry about, especially if it's running how it is meant to be.
