Sorry, accidentally posted your build on the wrong thread and just realized! :)
Here's what I've got for you.
Considering you'll be rendering, you might want to spend a bit more and get a CPU cooler, which is what I have done.
It goes a tiny bit over budget, but is the best value I could find.
If you want to bring it in budget, get the 120GB 850 Evo, making sure to ONLY store your OS on there, but I have put in the 250GB because it is useful for video work! ;)
I highly recommend sticking to this and coughing out a bit more though, well worth it.

Hold up if you need it to be based on an i7 4790k you can not get 64GB of ram, that processor only supports up to 32GB.

I would say that if you are serious about video editing to upgrade to an X99 board and get a 5820k, 5930k or even a 6820k processor with 6 or more cores and 64GB of DDR4. As for the graphics card, you might either need to increase your budget a little or make do with a lower spec GPU like a 1060 or 1070 that will fit into your budget. Whilst you can use GPU acceleration in some video editing software it is not as important as raw CPU power.

What software suite exactly are you going to be running on the system?

And if i may ask why do you need it to be based on a 4790k?

Also @ Daniel Woodward, it doesn't matter, 64GB of RAM isn't going to fit in that budget anyway. This isn't a very big budget, and pricing is crap in India, as well as availability. ;(

............He specified that he was in India, and the budget of 1300 was direct from USD to INR, not pounds.
Even then its a poor representation of an accurate build due to shipping costs, hence why i've put a list together from Indian retailers not on part picker, as Amazon is the only one listed.
Cmon man...
