Error 62 (or b2) on Gigabyte motherboard only when GPU is plugged in.

Hi, so I was putting together my new PC and keep getting an error code of 62 (or b2, not entirely sure). This is with a GA-170X-UD3, i5-6600k, WD Blue 1TB drive, and 16GB Vengeance RAM (2x8GB).
Solutions I have tried so far:
* Resetting BIOS.
* Flashing BIOS to newest version (F6).
* Disconnecting various front connections.
* Disconnecting and reconnecting GPU.
The system posts off of integrated graphics as long as the GPU is not plugged in (this is how I flashed the BIOS), so this most likely would not be a CPU or memory issue. However, after I reinstall the GPU to the primary PCI-E slot, the system doesn't post. I have not tried any other PCI-E slot admittedly, but the primary slot should work and the board would be considered defective if it didn't anyway, correct? On startup, the GPU is getting power as well as the LEDs on the GPU turn on quickly before turning back off. Thank you.

If after breadboarding and inspecting your CPU socket for signs of damage, reveals none, and yet with a dedicated GPU populating the first PCI-E slot then yes it can be considered faulty though you didn't paint the complete picture with your build. Can you please pass on your full system's specs as:
CPU:
Motherbaord:
Ram:
GPU:
SSD/HDD:
PSU:
Case:
OS:

The system turning off immediately after powering up is an indication of a PSU not being able to power the system or that you're undergoing a grounding issue.
