Access Problem After Voltage Drop and System Restore

Hope you guys have a nice day/evening!

I am having trouble with opening files located on my C drive with certain programs. Win7 says I do not have permission to do so or it says nothing and shows an empty window with 'Ok' button and an exclamation mark depending on the program.

Everything was running until there was a short voltage drop which caused laptop to shut down (I don't use batteries always). After that I turn on the laptop and then that black screen appeared where windows disk check is performed. I waited till the process is completed. Then the windows restarted itself and gave me a newborn windows desktop without my files and shortcuts on desktop. At the bottom-right in a balloon it said this profile a temporary one ... I don't remember the rest. I restarted again to see my old desktop but it gave me the same desktop setting.

I first tought of doing system restore to have my old settings back. Everything went smooth while doing system restore and it was successfully completed. But, now I cannot access files on my C drive. For example Chrome browser do not open. If I use IE to access the net, it opens for example 'Bing' where I can do search do find solution. Strangely it also does not open Microsoft sites :/.

I tried giving permission to the C drive by right-clicking and choosing current user name and applying full permission to it (in both normal and safe mode). (1) It does not work. Then I created second user and made it administrator so I can run Chrome and use the internet normally. It works though I still cannot open those files that I have created before with this new user account.

What I got from reading so far is that my system registry is messed up. Is there a way to fix it without causing damage to the files?

(1) I forgot to mention that I received some errors while applying the new permission settings such as;

including hiberfil.sys, pagefile.sys file errors.

To Whome It May Be Helpful,

I had to try few things together, so I don't know which of them solved my problem. Therefore I recommend applying all these different approaches one by one;

- Run the system in SafeMode
1 - Give the administrator rights to the current user. (Deleted the new user I have created)
2 - Right-click the C-drive and from properties change the ownership of it to the current user
3 - Lower the User Account Control Settings of the current user to 'never notify'

Note: There are a lot of articles that explains how to approach above mentioned steps, therefore I did not include them to the answer. Just google or bing it.
Note: You may see some warnings during step 1 and 2 such as; hiberfil.sys or pagefile.sys based errors because of they are being used etc. Just click OK to continue. However you should not encounter type of errors that are shown above in the pictures (first and second).
