Gpu overclocking safe

Hello I'm building my first pc. I want a I7 6700k 3.4ghz(I cant get the 4.0 ghz version).

My question is: Is it safe to overclock the 3.4 to 4.0 ghz. My cooler is:
Arctic freeze extreme 7

I'm going to assume you are referring to the 4.0 Ghz 6700K and that 5.0Ghz was a typo.

No, you will not get the same FPS with the 3.4ghz as you would with the 4.0Ghz. The difference will vary depending upon game, settings, resolution, other hardware, etc. But in general the difference will be very small.
I assume you are referring to the i7 6700 (non-K) processor at 3.4Ghz. To overclock that you would need a Z170 motherboard with the proper BIOS that supports non-K overclocking. If you have all that, the Arctic Freezer 7 isn't a very good cooler, but it could probably hit 4.0Ghz easily enough.
 
The "3.4GHz version" is a non-K CPU, you can't overclock it. Aforementioned unofficial overclocking BIOS is only available on some boards and creates several issues when used (one of which is your CPU not having access to C-states, so it would be running 4GHz at full voltage non-stop), on top of which you wouldn't have access to BIOS updates if you want to maintain the overclock.
