Help with boot problem please

hi, i have a problem with my new gpu.
i had a Strix gtx 960 that started with problem like artifacts and windows code 43 then i tested it on another pc and was the same so i declared it dead and proceded to bought a new one. I I bought a Gigabyte gtx 960 g1 gaming 2gb. I installed it and connected everything (PCI-e 16x 3.0 and two 6pin connectors) then i turn on the pc and i just remained black screen without motherboard logo so it wasn't booting. The integrated graphics was working fine so i readed a lot of post and checked solutions, The bios was up to date, psu is gold certificated and with enough wattage (i calculated 440W aprox) and with regular voltages, the pc without the new gpu boots fine and i could use it with no problem at all, the old gpu with code 43 still give that code but i can boot. The old gpu give error if i disconnect the external 6pin so the PSU is giving power to the gpu,I enabled and disabled secure boot, I enabled and disabled CSM to try every posible solution and nothing works.

So my questions are, the new gigabyte gpu is DOA or faulty? or in some weird form is the motherboard the faulty one?

PC Specs:
CPU: Intel Core i5-4690k
MB: ASUS Z97-K/CSM
RAM: Kingston Hyperx Fury Red 4gb x2 @1866mhz
PSU: Thermaltake Thoughpower 550w 80+ Gold

Please help i don't know what else to do.

Is there a way of testing the PSU to know if that is the situation? maybe a tool or something to know the output wattage of the PSU. According to the Gigabyte website, a 400W PSU is needed to put it to work with 2 x 6pin connector. I have both, but i prefer to test it if you say it could be that.

this last answer is for the people who is looking with the same symptoms. In my case was the motherboard i got a new one and is working well right now.
