I have a gtx 980 with an i7 3770k with 8 gb of ram
When playing games like gta 5 I often get fps drops and can only play on high-very high settings with most stuff turned down.
With graphics mods I get performance that does not make the game even really playable while people with lesser specs get much higher frame rates and no stutters or fps drops.
For example again on GTA 5 I'm only using 2357/4096 of my video memory but I have all these problems and during fps drops my GPU is only using around 60%-70% while going to 80% sometimes. My CPU usage usually stays between 70%-80% and it runs at 3.50 ghz.
I feel like I should be getting much better performance with these specs but I'm not and I don't know what's wrong. Even in games like arma 3 I still have pretty bad performance.
