Cpu Fan stuck at a high rpm ? [ARCTIC Freezer i11]

I'm just after installing a new ARCTIC Freezer i11 for my i7 4790k. Temperature wise it's doing its job pretty good, with full load dropped from 90+C down to 60+C and idle temps staying relativity the same as the previous stock intel cooler (33-35C avg.)

My problem currently is that the fan looks to be running faster than is should be at 1500rpm which seems to be very high compared to the specs which states 500rpm min & 2000rpm max.
Its quite loud in comparison to the stock cooler and will speed up even more when doing simple tasks like opening programs such as chrome or even clicking into a website.

I'm not sure what could be causing this, either if its a hard/software problem or that i might have missed something simple setting it up . Just would like to check if anyone here might know what could be causing this.

Thanks for responding. My mobo is a GA-Z97M-D3H. I've checked the fan speed controls which i've had always had set to normal. After switching to silent mode, I noticed a subtle decrease in the average which is now at 1300-1400rpm, still too high than what it should be.

Curious to know. Could applying too much thermal paste cause such a phenomenon ? I'm thinking of pulling the cooler off and re applying the paste again. The only downfall of that is that i only have "Akasa 455" paste which is not as good in comparison to the "MX-4" paste that was provided with the cooler.

Yup. I've seem to now have things under control now. Gigabyte has a Smart Fan app that allows calibration of the fan. After calibration i'm now down to around 600rpm at idle :)
